CaFFE opposes hasty upgrading of status |
| |
2011-01-07 |
| |
The Campaign for Free and Fair Elections (CaFFE) vehemently opposed the action of Minister A.L.M. Athaullah’s decision to elevate a large portion of his electorate, belonging to the Akkaraipattu Pradeshiya Sabha area, to the level of Municipality, without adhering to proper procedures. Until now, the above electoral area belonging to the Minister had existed as a Pradeshiya Sabha. A few hours before the Local Government elections were officially announced, the Ministry Secretary had issued a letter affirming the promotion of 23 election centres belonging to the above area, as a Municipality Council. At least, the gazette notification related to the above elevation was not printed until 9.30 am on January 7. This is the first time in Sri Lankan history that a local government has been instantly upgraded to the level of Municipality. This elevation made for taking political mileage has violated the principles of good governance and transparency that should have been practised in the local government system, it said. Usually, a Pradeshiya Sabha is elevated to the level of an urban council. However, all these formalities have been neglected with regard to the Akkaraipattu Pradeshiya Sabha area. Moreover, 23 election centres are included in the new municipality. As a result, the new Akkaraipattu Pradeshiya Sabha is limited to merely five election centres. The new allocation of boundaries has clearly violated the basic principles of local government. CaFFE strongly believes that political parties and other civil organizations should pay attention to the hidden political agendas that are present in the formation of new local government bodies, it said.
