As an election observing and monitoring organization accredited by the Election Commissioner, the Campaign For Free & Fair Elections (CaFFE) observed and monitored the North Central and Sabaragamuva Provincial Council Elections from June 24 to September 1, 2008. This Report is compiled with the aim of presenting the observations CaFFE made during its monitoring.

Campaign for Free and Fair Election (CaFFE) which was in the process of making initial plans to monitor the upcoming provincial council election was to make a strong agitation to make the candidates declare their asset and liability statement as required by the law. CaFFE Spokesman Keerthi Thennakoon told Daily Mirror that it would request the leaders of all political parties to get their candidates to submit an asset and liability statement.

The process of allocating nominations to relatives, friends and businessmen overlooking long standing party activists has jeopardized the repetitive democratic system, states the Campaign for Free and Fair Elections (CaFFE). CaFFE is seriously concerned with the nomination procedure adopted by the main political parties at the central and north western provincial council elections. The tendency to give nominations to the friends of the political party leadership and relatives of powerful politicians is manifest as in the case of last provincial council elections.

Even before the handing in of nominations violence erupts in the Wayamba-Central Provincial Council Election |

Press Release CaFFE would like to state that even before the handing in of nominations the first acts of violence have already been perpetrated in the Wayamba-Central Provincial Council Elections. The handing in of nominations for the Wayamba-Central provincial council elections is scheduled to begin tomorrow on the 24th of December 2008. While main political parties and independent groups are presently working on making the nomination lists CaFFE has received information that election related violence has already been reported in the Kandy and Matale Districts.

Voters must prove their identities - EC |

The Elections Secretariat said in a statement yesterday that voters would have to prove their identities by means of identity cards which carry their photographs, at the forthcoming elections to the Central and Sabaragamuwa Provincial Councils.
For this purpose a National Identity Card, a Valid Passport, a Driver’s Licence, a valid Postal Identity Card, a Railway Season Ticket with a photograph, a Pensioner’s Identity Card issued by the Director of Pensions or the Divisional Secretary, a Bhikku Identity Card issued by the Department of Buddhist Affairs or an Elder’s Identity Card issued by the Department of Social Services or the Divisional Secretary would be accepted,it said. Voters who are not in possession of any of the above, or whose identity cards are illegible or defaced, should, without delay, ob tain temporary identity cards which are to be issued specially for this election. Other identity cards issued by ministries and departments will not be accepted for voting purposes.

JVP names chief ministerial candidates |

The JVP has named the two chief ministerial candidates for the forthcoming elections to North East and Central Provincial Councils. Mr. Nimal Herath, Member of North East Provincial Council for that ouncil and Mr. Samansiri Fernando, the Leader of the group of JVP Members of Central PC for that PC have been named as the chief ministerial candidates for the two PC elections.

Central PC Election : NO Voting rights for the Plantation Community |

CaFFE is calling for an accelerated programme to issue national identity cards for the estate community in time for the polls for central province.Failure to do so will deny around 20 per cent of eligible voters in the province to exercise their franchise at the election, said its spokesman Rajith Keerthi Tennakoon in a statement today (Dec. 26th). A survey by CaFFE has found that a considerable number of the estate community does not possess any form of identification.

No pre-election police transfers |

The National Police Commission (NPC) yesterday said that it would not permit any police transfers in the Central and North Western Province during the upcoming provincial elections after attempts were made to transfer one of the senior police officers in the Central Province. NPC Chairman Neville Piyandigama said Police Chief Jayantha Wickremaratna had agreed that no transfers would take place during the period of elections.
